Looks like viscida except it appears to have a basal burl
This one really stood out from a few feet away! I thought I'd found another Vaccinium ovatum but it's probably one of the various forms of Arctostaphylos tomentosa
I'm pretty sure there was a burl. The adaxial leaf surfaces appeared completely glabrous while the abaxial was quite tomentose. The shape of the leaf was also different than the other manzanitas in the immediate area. Persistent gray shredding bark. I can't decide whether it was glandular and there were very random white setose hairs. It was unclear with this camera whether those were glandular.
